Resolved by unanimous agreement that the minutes of the meeting held on 12th January 2009 be signed by the Chair as a true record
09/028 News from EDC / CCC / Cumbria Police
The clerk read out an e-mail from Andy Holliday of Cumbria Police which highlighted the following:
09/029 Public Participation
The Chairman adjourned the meeting to allow electors present an opportunity to raise issues of concern or interest. The following matters were raised:
i.) Concern was expressed for the safety of people using the bus stops at Mungrisdale Road End. After some discussion it was requested that the council write a letter to the bus company to question the possibility of the bus being re-routed via the old A6 in both directions, thus removing the necessity to cross the busy A66. Unanimously agreed that the clerk writes to the bus company as requested.
ii.) The council was thanked on behalf of the residents of Hutton Roof for the new noticeboard. Unanimously agreed that a header for the noticeboard will be commissioned by the council.

09/031 Accounts
Resolved that the following accounts be paid:
United Utilities Mungrisdale Garden Ground £17.58
United Utilities Liscow £16.29
Andrew Tiffin Joinery for 2 noticeboards and posts £1151.00
Proposed and unanimously agreed to commission a header for the village hall noticeboard.
CALC Annual Subscription £114.00
The noticeboards at Mosedale and Mungrisdale are in need of
maintenance. Unanimously agreed that the parish council will fund re-varnishing of these noticeboards.
Northern Fells have requested support for the minibus. Unanimously agreed to grant £200.00 to Northern Fells towards the minibus costs.
Income Received:
Monies received from car parks £271.18
Allianz Insurance (car park theft) £75.00
An update was given on the financial position of the parish council which indicates the council will have a budget surplus of around £900 by the end of the financial year.
09/032 Planning Applications Received
· 7/2008/3102 – Mr A Bird, Askew Rigg, Troutbeck – Erection of a steel portal framed building suitable for free range hens. Application supported with a letter from the council.
· 7/2008/3105 – Mr D Scott, Stewart Hill Cottage, Hesket Newmarket – Extension to provide sun room
09/033 Planning Applications Decisions
09/034 Eycott Farm Update
A letter was sent by the clerk on behalf of the council to express annoyance at the lack of action by EDC enforcement. A response was received from Adam McNally explaining the situation and apologising for the delay by his predecessor. The council’s objections were duly noted and echo those of EDC. These objections will form part of the statement supporting reasons against the grounds of the appeal. Unanimously agreed that the clerk will write a letter to the inspectorate to reiterate the council’s views.
09/035 Parish Land Update
Progress is slow but ongoing. Two councillors will attend a Land Registry seminar later in the month which will hopefully prove helpful. To date all the records held at the village hall have been searched and as yet there is no proof of ownership.
09/036 Land Lets at Berrier and Wellfoot
Mr Hunter and Mr Richardson have confirmed that they wish to rent the land at Berrier and Wellfoot respectively for the forthcoming year.
09/036a Land for tender at Liscow Ground
One tender for £100 was proposed by Messrs Teasdale. Unanimously agreed to accept this tender for the period 1st April 2009 to 30th March 2010.
09/036b Land for tender at Mungrsidale Garden Ground
One tender for £350 was proposed by Messrs Wilson. Unanimously agreed to accept this tender for the period 1st April 2009 to 30th March 2010.
09/037 Highways Update
The ditch at the bottom of the narrows on the road between Bowscale and Mosedale has been attended to thanks to Peter Wilson. This was previously mentioned on David Huxley’s report at the November 2008 PC meeting. Not much progress has been made on issues outstanding with the Highway Steward.
09/038 Tree Warden Update
A comprehensive report was presented by David Brammer which was submitted to the clerk in writing and the following points were raised:
i.) a request was made to the Berrier Wind Farm Opposition Group to stop nailing campaign posters into trees as not only can it damage the tree but would also cause a serious hazard during any future felling
ii.) a working party will be established through the council when work is ready to be undertaken in Mungrisdale
iii.) a request was made to the council to fund a replacement for a cankerous cherry in Mungrisdale. This will be raised later in the year once any residual infection has disappeared from the site.
09/039 Wind Farm Update
Nothing further was added to the update presented during public participation.
09/040 Correspondence
· E-mail from National Park Ranger Graham Standring to say that Paragaon Veterinary Centre will shortly commence gelding of all the ponies shortly in small numbers, with full agreement from Mr Brough the owner.
· Letter from Mr and Mrs Sutton to explain some groundworks they are carrying out to improve their entrance and driveway. The council’s approval is sought to continue the asphalt finish to the small length of muddy verge at the junction of the edge of the lane. Unanimously agreed that this work can go ahead and a letter should be written by the clerk to confirm.
