No members of the public were present so the parish council meeting continued.

Lesley Smith declared a personal interest in item 10/097. Alan Bird declared a financial interest in item 10/096.
10/095 Parish Council Winter Assistance 2010 – Purchasing of Equipment
Estimates were provided by the working sub-group for snow and ice clearing equipment as follows:Agriquip Snow Plough – Tweddle Fabrications Ltd £1336.38 + £233.87 reclaimable VAT
Used Amazone Fertilizer Spinner – Carrs Billington £1060.00 + £185.50 reclaimable VAT
Dumpy bags £ 25.25 + £ 4.42 reclaimable VAT
Operational costs (including fuel and insurance) £ 20.00 per hour
Other snow plough quotes ranged from £600 to £2300. The working sub-group went to view the one quoted and it appeared to be a well-constructed simple piece of equipment suitable for the job. The angle can be changed 25 degrees either way. It is designed to fit any tractor but mounting brackets (cost approx £40) may be required to fit some models. The delivery date is now early January. The spreader will also fit any tractor. The project was held up to some extent by the awaiting of confirmation from Highways that salt would be provided. Seven tonnes of salt have now been delivered although replenishment has not been guaranteed.
The parish council acknowledged the work done by the sub-group and voiced its thanks.
The parish council voted to accept the costs as set out by the working sub-group. The proposal was accepted by a majority with one councillor voting against.
10/096 Parish Council Winter Assistance 2010 – Rollout
The plan is to put the plough on the front end loader of the tractor and the fertilizer spreader on the rear so salting and ploughing can occur simultaneously. Width restriction plates will need to be fitted. To conserve salt it will be spread only on the hills as there are 32 miles of road within the parish which equates to 2.5 tonnes of salt. It is estimated that ploughing all 32 miles of the parish roads will take approximately 3 hours. It is proposed that a phone system will be in place with contact points around the parish including Hutton Roof and Berrier, although the designated driver will generally make a judgement call without waiting for contact. Alan Bird will do the majority of the driving with Bob Watt on standby. Information will be posted on the noticeboards and the parish website. The parish council voted by a majority to accept the rollout as set out above with one councillor abstaining.10/097 Parish Township Boundary Stones
Two possible sources of financial assistance have been identified by parishioners for the restoration and renovation of the parish township boundary stones. The grants have to be applied for by the parish council and approval is sought from councillors to support these applications, further to its support of the project in principle in the parish council meeting of 8th November 2010. The Eden District Council Community Fund has to be applied for by the parish council and the amount being requested is £2000. The deadline for this application is 13th December 2010 and if successful the grant must be used within twelve months. The Neighbourhood Forum grant also has to be applied for by the parish council and it is suggested that the application is sent in soonest. The amount being requested from this fund is £750. There are some other possible sources of financial assistance including The Milestones Society (approx £100) and The Landfill Trust. The project estimates have now been revised downwards to £3150 so the grants hopefully will cover most of the costs. The parish council voted unanimously to apply for the Community Fund and the Neigbourhood Forum Grant on behalf of the parish.
