10/073 News from
Cumbria Police / Cumbria County Council / Eden District Council
Cumbria Police
- The summer has been fairly quiet in
general
- A car was broken into in Tirril and
property from it dumped in Mosedale so it’s possible the area is being used
as a short-cut
- Suspicious vehicles are still being
seen in the area with drivers and passengers potentially looking for
properties whose owners are out. They will knock at the door under the
pretence of being scrap metal merchants or asking for directions etc if
anyone answers
- Anything suspicious should be
reported to the main call centre number 0845 3300 247. This puts you through
to a command and control system but people can sometimes be queuing on the
line for quite a while. Any complaints about this should be put in writing
to the Chief Constable.
- PC Holliday’s mobile number is
07967 572171 although this should only be used if you wish to speak to PC
Holliday direct and time for his return call is not an issue. Any pressing
issues should be directed to the command centre or emergencies to 999.
Eden District Council
- Eden District Council’s Corporate
Plan is currently out to consultation until 31st October.
- Roy Fisher will be standing down
from Eden District Council in May 2011.

Participation
The Chairman adjourned the meeting to
allow electors present an opportunity to raise issues of concern or interest.
The following points were raised:
- Concern was raised by several
parishioners regarding the increased developments and activities in
Greystoke Forest by M-Sport, particularly for testing. The noise levels
experienced by residents in the vicinity of the forest were described as
aggravating, excrutiating and all-intrusive. Some don’t even wish to go into
their gardens such is the level of noise. A discussion ensued with questions
being raised about what is meant by a ‘principle route’. It was also claimed
that you can hear the noise very clearly from the fells at the Inglewood
edge, which would be an unwelcome surprise for fell walkers expecting quiet
enjoyment of the surrounding area. Residents are very concerned that this
level of activity is the thin end of the wedge and increased permissive use
would lead to other events such as corporate days.
- Residents were concerned about a
planning application for an agricultural worker’s dwelling at Eycot Farm in
Berrier. It was claimed that this planning application is identical to an
earlier one which was refused permission, except that the location is on the
other side of the road. The applicant has land in the hamlet of Berrier
which some people feel would be a more appropriate location for a dwelling.

a bank account. The Parish Council previously agreed to cover the cost of this
work should a grant not be forthcoming (item 10/051, 10th May 2010).
At the meeting it was suggested that the Parish Council may be able to apply for
this grant on behalf of Hutton Roof and the clerk will investigate this
possibility.

10/077 Planning
Applications Received

10/0666 Greystoke Forest, M-Sport – Use of Greystoke Forest for rally
testing comprising a change of use. Councillors voted unanimously to oppose
the application on all grounds and that a strongly-worded letter should be
sent to Eden District Council supporting the parishioners who are concerned
about the noise levels.

7/2010/3046 The Barn, Troutbeck, Penrith, Mr A Vaughan – Change of use of
outbuilding to form additional living accommodation ancillary to main
dwelling. No objections were raised.

7/2010/3054 Eycott Farm, Berrier, Mr D Millar – Agricultural worker’s
dwelling including new access drive, package sewage treatment plant and
drainage mound. No objections raised from planning sub group. A discussion
ensued during the meeting with councillors being split about the
application. Whilst the parish council supports local agriculture some
councillors thought the dwelling would be better placed within the curtilage
of Berrier. The majority decision however supported the application. Two
councillors remained opposed to it.

Broadband Survey
The local MP Rory Stewart is campaigning
to raise the issue of broadband services in rural communities as a priority.
Approval is sought from councillors to support the distribution of a survey
questionnaire (circulated to councillors prior to the meeting) to parishioners
to establish the variety of broadband quality within the parish. An online
survey is being conducted by Carlisle City Council as part of this campaign.
Councillors voted to conduct a postal survey within the parish and will
distribute by hand where possible to keep postage costs down.

Council Consultation: The Future of Refuse and Recycling in Eden
Councillors are requested by Eden District Council to
complete a questionnaire (circulated to councillors prior to the meeting) on the
future of refuse collection and recycling within the parish. These will be
completed and sent back to the clerk.

Scott Foundation representative appointment – The
Parish Council is requested to appoint a representative from the parish for a
three-year term starting in November. Thomas Bennett has held the post for some
time and is happy to stand again. This proposal received unanimous backing from
councillors.
10/082 Highways
Update
- The drainage problem on the corner
between Bowscale and Mosedale has been resolved
- The highways men will fix the
railings but no date has yet been confirmed
- The lip at the top of the road by
Bowscale has only been temporarily repaired

The highways team has been upped to 2 men and
they have a truck. However they will be visiting less often
·
The concrete has half lifted by the drains
coming down from Sykes Brow and councillors agreed that the repairs should be
done also using concrete
·
The white lines on the roads are getting quite
worn down, particularly the give way lines
·
Some hedge-cutting work needs to be done such
as down the narrows and who is responsible for / willing to do this will be
determined before the next meeting

Noticeboard Update
A meeting has been arranged for Tuesday
21st September in Bowscale to determine the precise location of the
new noticeboard, which is ready to be installed.
