Minutes of Meeting held on 6 September 2004

Apologies received from Les Wilson

Minutes of last meeting had been circulated.  Amendment recorded in respect of the hedge which is not located at the junction with the A66 but further back towards the village.  The hedge is new and the road users need to get used to the fact that it is there and take more care.

Matters Arising

·        Highways have been contacted and the hole in the road by the village hall has now been repaired.  They are to look at the roadside between Moss Dyke and Scales Farm.

·        Bus sign – the Bus Company have been written to.

Action ~ monitor

Auditors Report for year ending 31 March 2004 has been completed and all is well.

 

Bills to be paid

a)      United Utilities – water bills are estimated and one is much higher than normal.  These are paid by Direct Debit and the company will be contacted regarding a refund for any overpayment.

b)      Agreed payment of £21-82 as Parish donation to gift for Thomas Bennett.   Proposed Michael Bohling ~ seconded Robert Jackson

c)      Parish Plans ~ Planning for the Future Workshop fee of £18 for 3 attendees agreed. Proposed Alan Tiffin ~ seconded Robert Jackson

d)       Hire of digger at Hutton Roof Green for £100 agreed.  Proposed Michael Bohling ~ seconded Robert Jackson

Action ~ United Utilities to be contacted in respect of the water bill.  Other payments to be made

 

Bank Mandate ~Agreed to amend the Bank Mandate with additional councillors and for any two of the named to be signatories.  Proposed Robert Jackson and seconded Michael Bohling.  Mandate was completed.

 

Hutton Roof Green

Mr Stephenson and his son James volunteered to clean up the village ponds.  James hired a digger and Alan Tiffin provided a tractor/trailer and one of his sons to lead away.  Cost for this is £100 plus voluntary resources.

There was a boon night on 23rd August ~ 18 people helped, some with strimmers.  Ken Mills, an experienced forester, has been to look at the existing trees.  He suggested we thin them in winter and offered to mark those that should be removed.  He also provided guidance on where new ones should be planted on the edge of the green.

Currently waiting for Wilson ’s to replace the fence.  On advice from the highways agency the track appears to be the responsibility of the parish council. They are to check to see if they adopted it at any time.  Subject to confirmation from highways we will repair the track using quarry waste from Threlkeld.  Proposed Michael Bohling ~ seconded Robert Jackson. Arrangements are being made for the green to be topped before winter.  Consideration is also being given to including a picnic bench and rubbish bin to encourage people to use the green and if it is to be progressed details will be brought to a future meeting.

 

Sustainable Development has an additional £1000 available. Must be applied for before 1st November and used before the end of March 2005.

Ideas for the fund to be given to Lesley, Alan or Judith who will make a submission on behalf of the parish.  Details will be circulated to councillors before the submission is completed.  Proposed Dorothy Chalk and seconded Michael Bohling. Initial idea for consideration is placing a safety rail at the back of the village hall which will need to be put in place.

Correspondence

a)      Empty Property Strategy ~ Eden District Council was discussed and the only one that we are aware of is the bungalow belonging to Newton Rigg and Low Beckside.

BT Telephones have responded to our letter.  Due to the high volume of responses it will be sometime before we receive a full response but in the meantime the phones will remain.

 

Planning Applications ~ Received

·        Nobles Farm

·       Scales Farm

·      Stewart Hill Farm

 

Mungrisdale Recreation Room has completed the new trust documentation. The land is now properly registered to the council and is being transferred to the Recreation Room Committee.

It was agreed that we should undertake a review of all parish land and ensure that it is properly registered.  Friends of the Lake District are offering help with the legal aspects, and will help Parish Councils to undertake this exercise.

Mungrisdale Post Office ~ There is still a vacancy.  Consideration has been given to using the village hall as a venue but there are huge difficulties because of the charitable status of the hall.  If anyone is interested in taking on the position of Postmaster they should contact Judith Kent.

 

Village Boon Evenings were held in Mungrisdale; Mosedale; and Hutton Roof and all were very successful.  Favourable comments have been received and as well as the clean up they were a very worthwhile social event. If we were to enter into the Cumbria in Bloom competition this type of event is part of the entry and we need to keep a diary of events and a scrap book.

Everyone is encouraged to keep the areas tidy and dates will be arranged for the spring to repeat the exercise.

Notice Boards ~The work at the meeting house has now been completed and we need to replace the Notice board that is currently on the floor on the roadside.  The Meeting House and one of the parishioners in Mosedale are happy to make a donation to this. The location of this is to be reviewed as there are now restrictions because there has been a change of use from agricultural to amenity land.

Action ~ investigate and discuss at next meeting

A replacement for the board outside the new village hall was also discussed. It was agreed to obtain quotations for new boards, including glass fronted to protect documents and encourage the community to use them.

Action~ obtain quotes and investigates if sustainable development fund would cover this.

 

Car Park monies are being collected on our behalf by Mike Sutton at Bannerdale View and the councillors agreed we should write to him and thank him.  The last sum received was £320 for approximately 6 months.

Public Participation

·        Recycling was raised at the WI meeting and everyone would like the facility to be retained in the village. Locations suggested were:

·        Garden Ground

·        Behind the A66 towards Field Head

·        Bridge at Mosedale (this has already been turned down by highways)

Any additional suggestions should be sent to Judith

·       There are a number of cars parked in Hutton Roof by the notice board and it would be nice to see them removed as part of the overall clean up of the village.

·        There is a bush growing out of the Lime Kiln by the village hall and if it is not cut down and removed it will destroy the Kiln.  Ernie Teasdale proposed that this should be dealt with locally.  Ernie and Robert Watt will look into it.

·        A question was raised as to why the United Utilities water bills were paid by the Parish council when the land was rented.  It was felt that there would not be much left after deducting this from the rent.

·        There will be further boon events in the autumn to cut back shrubbery in Mungrisdale and to remove the trees at the green in Hutton Roof.  Mr Teasdale and Mrs Bamborough will liaise and arrange dates

Any Other Business

Alan Teasdale from Lowside has reported that the fence to the parish land has been damaged by a car accident.  He has arranged for the repairs to be completed and the costs should be met by the motorists insurance.

The next meeting will be on Monday 8th November at Mosedale Meeting House.
