Minutes of Meeting held on 19 July 2004

PRESENT

Mrs. Smith introduced the new clerk Judith Kent whose grandparents had both served on the parish council in the past. Judith’s grandfather and Thomas Bennett’s father had both signed the deed of transfer for the village hall to the recreation room committee.

A presentation was made to Thomas from the councillors and parishioners of Mungrisdale in recognition of the many years of hard work that he had undertaken on behalf of the village.

 

Louise Tallentire, our village police officer gave a brief overview of her role.  She is a member of the local policing team and has responsibility for Mungrisdale, Greystoke, Skelton, Penruddock and Motherby. She spends time visiting the villages and the schools and youth groups.  If anyone would like to arrange a personal visit she will be happy to arrange this.  Regular surgeries will be held and these will be advertised on the notice boards.

 

PUBLIC PARTICIPATION

·        The verges between Moss Dyke and Scales are overgrown and need to be cut back

·        There is a hole in the road by the village hall that needs to be repaired

Action ~ Clerk to contact highways agency to arrange

·        Mr Hockley’s hedge at the Junction of Mungrisdale Road and the A66 is overgrown. This makes it difficult to see the road to pull out safely.  Officially it cannot be cut for a couple of years but it would help if the grass was cut

·        Recycling Centre in the village is to be added to a future Agenda for discussion.  Suggestions will be needed as to where it can be sited.

·        The Bus Stop sign at the Mungrisdale road ends has been on the ground for the last three years.

Action ~ Clerk to write to the Bus Company

·        The safety rail from the top of the Village Hall at the end of the public footpath is rotting and needs to be replaced.

BILLS TO BE PAID

Mosedale Meeting House to be paid for the ~May, June BT, and July meetings at a total of £24. Proposed Mr Jackson seconded Mr Bohling – all agreed

DONATIONS

·        Mungrisdale PCC requested £500 to be paid on an annual basis Miss Chalk declared and interest as Church Warden and did not take part in the discussion. Legally we are prevented from making an annual commitment; therefore the PCC will need to apply annually in April, prior to setting the budget.  It was agreed to pay £300 the same as last year, proposed by Mr Jackson and seconded by Mr Bohling. 

·        Age Concern requested a donation towards Eden Shopmobility.  Agreed to send a donation of £20.  Proposed by Mr Jackson and seconded by Mr Bohling.

·        Cumbria Playing Fields Association requested and affiliation fee of £12-90.  It was agreed not to pay this.  Proposed by Mr Jackson and seconded by Miss Chalk.

Action ~ Clerk to respond and arrange payments as appropriate

 

BUDGET

Copy of the budget was circulated.  There is a deficit of £577-96.  The audit had raised concern at the high level of balances in the account of £3739-84 and although this was not considered a large sum it was decided that the shortfall should be taken from reserves.  The budget was adopted with the following amendments.

·        Village clean up to be removed for £200.

·        Payment to Age concern for £20 to be added.

HUTTON ROOF GREEN

Grants are still available and now that we have moved into a new year we will be able to claim £3500.

£3000 from Sustainable Development and £500 Neighbourhood development that needs to be used by October.

Mr Tiffin has obtained new quotes from Wilson ’s Plant for the work in three sections and in his absence these were read by Mrs Smith.

·        Fencing

·        Track

·        Pond clearance and enlargement

It was felt that the responsibility of the track did not sit with the Parish Council and that it was possibly the Highways Agency.  There was concern about using barbed wire on the fencing.

It was agreed that we proceed with the Fencing and Pond Clearance and to use the grants for this work.

Action ~ Clerk to speak to Mr Tiffin and arrange for the work to commence.  Also to investigate the responsibility for the track repairs.

 

CORRESPONDENCE

·        Calc circular has been received.  Mr Bohling requested a copy of each one be sent to him by e mail.  Mr Bird and Miss Chalk requested a copy be posted and Mr Jackson does not wish to receive a copy.  Access will also be available via the intranet.

·        Events for New Councillors and New Chairmen are to be in the autumn. 

Basics for Councillors    Monday 6 September  Kendal;  Monday 13 September Carlisle

Role of Chairman Wednesday 8 September  Newton Rigg;  Wednesday 15 September Cleator Moor

·        Cumbria Fire Service is offering free home safety checks.  This includes a free smoke detector with a 10year power cell.  Anyone interested to advise the clerk.

·        Boundary Committee for England ahs produced its final recommendations and these are available from the clerk for anyone to see.

·        Village Recycling Newsletter has been received and details will be added to the web site.  A booklet has also been received and some copies will be obtained for the next meeting.

·        Parish Plan meeting – Planning for the Future will take place on 8 October 2004 at Newton Rigg.  The Cost of attending depends on number of people.  The clerk would like to attend the meeting. Councillors interested in attending should let the clerk know.

·        Bull Fell works – A holding letter has been received from United Utilities in response to our letter of 18 May.  We will hear further from them later in the year.

·        Posters have been received regarding Parking in Penrith to promote the free use of Ullswater School Car Park during the holidays and the use of Mansion House at Weekends.

·        Calc are moving to new premises at the Library Penrith.

 

BT TELEPHONES

·        Details of the special meeting held on 14 June were read.

·        Letters have been sent by the Council to – David Maclean; Alun Michael; Mountain Rescue – Keswick and Penrith; Blencathra Centre; Ramblers Association; Cumbria Tourist Board; Lancaster University at Newton Rigg; Calvert Trust

·        Replies have been received from ~ David Maclean; Keswick Mountain Rescue and Penrith Mountain rescue and these were read.

·        Petition signatures have been obtained

·        A letter is to be sent to BT from the Parish Council by recorded delivery.

MUNGRISDALE POST OFFICE

Miss Chalk declared and interest and did not take part in the discussion.

Miss Chalk has resigned as Post Mistress and the post office will close with effect from 21 August.  The post office are committed to retaining a post office in Mungrisdale if someone will take it on, however there is a 3 month set up period.  No applications for the post have yet been received.

It is presently only advertised in the post office.

Action ~ Clerk to contact the post office to request permission to advertise on the notice boards.

 

NEIGHBOURHOOD FORUM

Minutes of the meeting held at Skelton have been received and will be added to the web site.

 

SIGN POSTS

Mr Billot of Stewart Hill Cottage has requested that the sign for Newsham be amended to include reference to Stewart Hill.  The existing sign was replaced at the expense of the parish only recently and the highways authority decided what the sign should say.  It was decided not to proceed with this request- proposed by Mr Bohling and seconded by Mr Bird.

MUNGRISDALE RECREATION ROOM

Thomas Bennett and Colin Smith, on behalf of the council have signed Statutory Declarations regarding the Enclosure Award that was located by Mr Smith and the Parish Records from the 1923 Minute Book to state that the land is owned by the Parish Council.  A submission has been made to the Land Registry fro First Registration on behalf of the Council.   The land will then be transferred to the Trustees of the Recreational Rooms.  A response is awaited from the Land Registry

VILLAGE BOON EVENING

This was a joint venture between the Parish Council and the WI and was well attended.  It was a very successful evening and the hard work was followed by a good supper at the Mill Inn.

The next stage will be a clean up at Mosedale and this will be on Thursday 5th August.  Meeting at the Meeting House Car Park at 6pm.  Everyone to bring gloves and secateurs/rakes etc. with them.

A survey of the area will be completed beforehand to identify what needs to be done.

Supper will again be arranged at the Mill Inn and can be booked through Mrs. Bamborough or Mr. Teasdale.

A further event will be arranged for Hutton Roof in due course.

Action ~ Clerk to advertise the event on the boards and the internet.
