4. Public Participation · Hutton Roof project was raised and the comments incorporated within point 9. · Roads and surrounding areas in Mosedale are causing concern to residents and this will be looked into. |

Accounts · Authorised payment of bills for the audit commission proposed Alan Tiffin and seconded Dorothy Chalk; Mr Benn proposed by Alan Tiffin seconded Robert Jackson; Wilson’s Plant proposed Alan Tiffin seconded Robert Jackson but Wilson’s to be asked for a guarantee for the work · Income for the year to date for the car parking in Mungrisdale is £818 |

Planning Applications ~ Received · Bannerdale View ~ Revised plan ~ members visited the property and have no objections · 04/3135 The Byre Mosedale ~ No objections · 04/3138 and 3139 ~ Croft House Berrier ~ requested local occupancy restriction be included · Footpath 348018 Low Beckside ~Extinguishment Order and Creation Order |

8. Planning Applications ~ Decisions · 04/0697 Gordon Pattinson ~ Nobles Farm ~ Change of use of redundant barn to additional living accommodation for use as granny flat ~ approved with 3 conditions |

9. Hutton Roof Green · Project Plan has been prepared · A number of letters have been received from parishioners and these were read. The work has improved the area and residents are keen to hold onto this. There is concern about a new gate that has been erected by Mr Barnes and the vehicles that are now being parked on the track. It is important to fence the stock off the green to protect it. The track surface has not settled as well as we had hoped and Wilson’s are to be asked what guarantee is provided with the work as we do not want to pay for it to be replaced again. There is also a problem with the footpath access and the drainage that needs to be resolved. · The following actions to be taken § Write to Mr Barnes and ask him to remove the gate and keep the road clear of vehicles § site visit to be arranged |

10. Highways · Bus sign has now been repaired · Highways have agreed to replace the fence supporting the footpath at the back of Village Hall · The roadsides between Moss Dyke and Scales Farm will be cut back during the winter · The gutters between Bowscale and Mungrisdale need to be cleaned · Drainage on the Bowscale Track |

11. Still experiencing problems with united utilities but these should be resolved shortly |

12. Sustainable Development Application has been completed for a table and bench at Hutton Roof to encourage use of the village green and for 2 notice boards with glass fronts. One will go outside the new village hall and the other to Mosedale beside the meeting house. |

13. Mungrisdale Post Office There have been no applications for the post office vacancy and it will close at the end of November. Letter of thanks from the council to be sent to Miss Chalk. |

14. Northern Fells Group have requested additional support for the bus ~ already committed to supporting £200 but the bus needs replacing. They are hoping for an additional payment of £500 ~ £700 in total. Malcolm Threlkeld to be asked to attend the next council meeting to discuss requirements |

15. Parish Plans ~ Planning for the Future seminar was attended by the Clerk and Chairman. It was agreed to invite a representative from Voluntary Action Cumbria to talk to the Council at the March meeting. |

16. The Lost Ways Project ~ papers have been received. |

17. Budget for 2005/2006 ~ consider items for inclusion in advance of precept input |

Correspondence Correspondence received since the last meeting · Calc circulars ~ September and October copied with the Agenda · Training Events ~ included Induction course for the Clerk which was attended · Letters of thanks received from Age Concern and Mungrisdale PCC · Cumberland News Countryside Awards ~ Closing Date for entries is 22 November · Cumberland Local Transport Plan ~Annual Progress Report · Transport Plans for Carlisle and Eden · Ancient Pounds and Pinfolds are being recorded and we have been asked to provide details. Mr Smith has a record of these and will give the clerk a copy · Minor Works Grants are available from Eden District Council · Regional Fire Control~ is fighting the closure of the Control Centre at Cockermouth. Agreed to support this and clerk to send letter to register opposition to the closure of the Centre. · New Ethical Framework Regulations · Audit Commission inspection of Waste Recycling in Eden ~Final Report · National Park Lakes Messenger · National Park Feedback from Parish Councillors Tours in 2004 · Parish Partnership applications · Lake District Quarterly Minutes · Traffic Information and Roadworks ~ Autumn leaflet received. Copies to be ordered for village hall. · Draft Code of Conduct for Local Government has been received · Defra ~ Consultation on Clean Neighbourhoods |

19. Clerk ~ Terms and Conditions of Employment are out of date and the rates of pay are not in line with the National Association. Agreed that the standard rates should be used and back dated to April 2004. Detailed contract to be prepared and circulated before the next council meeting. |
