Minutes of meeting of the Parish Council on Monday 9 July 2007 |

Chairman welcomed councillors and parishioners to the meeting. Present were Lesley Smith (Chair); Adam Beeston; Michael Bohling; David Huxley; Ernie Teasdale; Jennifer Stevenson; Les Wilson; Ronnie Wilson |

1. Apologies received from Alan Bird |

2. Minutes - Chairman authorised to sign minutes of the Annual Parish Council Meeting and the Parish Council Meeting held on 14th May 2007 by unanimous agreement |

3. Public Participation - The chairman adjourned the meeting to allow members of the public an opportunity to ask questions or raise matters of interest and the following were raised: · Item 16 fencing behind the Village Hall. There isn’t any fencing at the moment and the trustees fo the village hall would like to put some in place to improve safety. Trustees have a quote to put a post and three wooden rails from the Lime Kiln around the back up to 1 meter high. Needs to be sited on Parish Land by approximately 9 inches. Permission requested to place the posts and no financial contribution required fro the Parish Council. LDNP have confirmed there is no need for Planning Permission. · Item 17 – Pinfold currently rented by Mrs Bamborough. Council agreed to a 5 year tenancy at the last meeting but the council are asked to make the land recreation area rather than rented land with a commitment to remain this way for 15 to 20 years so that sponsorship can be obtained to create a sensory garden for the community. · Item 9 Hutton Roof village green is now being used as a play area for the local children |

5. Accounts 2007-2008 · Authorised payment of following Bills due by unanimous agreement: § United Utilities £15.78 § United Utilities £15.78 § Internal Auditor £20.00 § Training course £15.00 (Mr Huxley New Councillor Training – cheque to be payable to Clerk) · Income received –Wayleave payment from United Utilities £12.95 · Bank Transfer of funds authorised £1000 to interest bearing account by unanimous agreement |

Planning Applications ~ Received · 7/2007/3060 Land at Greenah Crag, Proposed agricultural building (general purpose including livestock) · 7/2007/3076 Moor End Troutbeck Greenhouse · 7/2007/3059 Askew Rigg, Troutbeck Erection of a general purpose agricultural steel portal framed building and relocation of existing caravan site · 7/2007/3056 Bowscale Cottage · 7/2007/3061 Hutton Moore End Farm – permit to use caravan pitch as warden accommodation · Process of dealing with Planning Applications discussed and agreed existing process to continue with all councillors receiving notification of applications received |

7. Frequency of Parish Council Meetings was discussed. Discussed costs and time for additional meetings. Proposals were that meetings remain as they are ~ Proposed by Ronnie Wilson and seconded by Michael Bohling and Proposed that we should have more frequent meetings ~ Proposed Jennifer Stevenson and Seconded by David Huxley. After a vote it was decided that the meetings remain as they are by 6 votes to 2. |

8. Position of Public Participation of the Agenda was discussed. Three points had been raised at the start of the meeting which had enabled councillors to consider during the meeting. It was agreed unanimously that it will remain at the beginning inline with the best practice as recommended by the National Association of Local Councils |

9. Hutton Roof ~ some of the fencing has been removed following the agreement in May. This has created problems for the farmers. New report circulated recommending that the open part of the green now be fenced with a post and rail fence. There will be no cost to the Parish Council. This was proposed by Adam Beeston and seconded by Jennifer Stevenson. Unanimous agreement. |

11. Tidy Village will be judged on 25 July at 2pm. An album of photos can be used as part of the judging to show the village over the year and not just as it is the day of the judging. Boon days arranged to take place before the judging. David Huxley to arrange notices. · Mungrisdale 17th July 6pm · Mosedale 21st July 2pm · Hutton Roof have there own programme · Highways to be asked to repair the fencing before the judging |

12. New Code of Conduct booklets were issued to councillors. · Adoption of the code will be completed at the September meeting when it will be necessary for all councillors to complete a new register of interests. · Training is being arranged and details should be available at the next council meeting · Notice of adoption in local paper CALC combined advert at a cost of £15 per council – unanimous agreement for Mungrisdale PC to be included in the CALC advert |

13. Parish Charter for Eden ~ Michael Bohling to review papers and respond on behalf of the council |

14. Garden Waste Skip Service for Mungrisdale will return monthly thanks to the efforts of Eden District Councillor Roy Fisher. We must ensure that it is used otherwise it will loose the facility |

15. Unitary Cumbria Proposals – Latest Position from CALC has been received. |
|
16. Fencing behind the Village Hall ~ details were discussed during public participation. Proposed Adam Beeston and seconded Jennifer Stevenson that permission is given. Majority decision of 7 votes one councillor abstained with concern that children will climb on it. |

17. Pinfold was discussed following the information given in public participation. . The council’s initial offer of a 5 year lease is not sufficient to attract the sponsorship required. It was suggested that the land be redesignated amenity land for use of residents within the parish. Proposed by Jennifer Stevenson and seconded by Adam Beeston. 6 voted in favour one abstained. Clerk to investigate whether it is possible to redesignate the land. The wall around the pinfold is owned by the Parish Council and the tenant is responsible for the upkeep and this needs to be considered. |
