MINUTES OF THE ANNUAL PARISH MEETING

    Monday 9th May 2005

 

Present: Parish Councillors County Councillor Bert Richardson, Graham Standring – National Park Ranger, PC Andy Holliday, and 15 Parishioners.

1.      Chairman welcomed Councillors, Parishioners, speaker Graham Standring of the National Park and Andy Holiday our community policeman to the meeting

2.      Apologies  were received from Roy Fisher,  Thomas Bennett, Alan Bird, Eleanor Earl

3.      Minutes of the meetings held on 15th March 2004 were read and signed by the Chairman by agreement of all present

4.      Graham Standring ~National Park Ranger gave a very interesting  talk about his role as a National Park Ranger  and the changes to the  Countryside Access which goes live on 29 May..  He has responsibility for Caldbeck, Ireby, Uldale, Mungrisdale and Threlkeld.

5.      Updates were given for the following for the work of the past year for the Parish Council, Northern Fells Group, Recreation Room, Mary Jack Trust, Jonathon Scott Trust, and Skelton School

6.      There was some discussion regarding the production of a Parish Plan for Mungrisdale and it was felt that given the work that has been completed for the village hall then this would not be progressed this year.  Further consideration will be given to the matter at the 2006 Annual Parish Meeting

7.      Parishioners want recycling facility for the village but there is no agreement on the location.  We believe that there may already be a collection for recycling of paper and bottles from Berrier and the clerk was asked to contact Eden District Council to obtain further information and to investigate the possibility for the village.  The current programme of collection of garden waste is being expanded but the next phase will not include Mungrisdale.

8.      Grass Verges in Mungrisdale were discussed, particularly opposite Glen Croft and Fell End where Cars Park and it was felt that this is destroying the grass area.  These areas are managed by Highways and parking is allowed at these areas.  It is illegal for cones to be placed on the area.  Parishioner will investigate the possibility of using protection, similar to that used at Millhouse.

9.      Village Fun Day is being organised for July 9th to be run in partnership between the Parish Council the Recreation Room Committee.  Meeting has been arranged for Monday 16 May for anyone interested in helping to organise the event.  The Northern Fells youth worker will also be helping.

10.  Community Garden Scheme is being developed.  The Pinfold has been rented for the year and anyone who is interested in joining the scheme to share the work and the rewards should contact Pauline Bambrough.

11.  Great North Air Ambulance asked if we are able to provide a collection point for clothing, mobile phones and ink/toner cartridges.  The money made from these regular collections will help to maintain the service.  No location is available.

12.  Trafalgar Weekend 21-23 October 2005 is being organised by Mrs Sally Bohling.  There will be a dinner on the 21st, coffee morning on 22nd and church service on 23rd and details will be available nearer the time.

13.  Foxhunting and the potential impact on the community from loss of tourism was mentioned.  Parish Council will be asked to write to Defra to raise concerns and will be added to the July PC Agenda

Minutes of Parish Council Meeting on Monday 9th May 2005

Present Lesley Smith, Alan Tiffin, Dorothy Chalk, Ernest Bird, Michael Bohling, Robert Jackson, Ernie Teasdale, Les Wilson, Ronnie Wilson.  County Councillor Bert Richardson and 15 Parishioners

1.      Apologies ~ None

2.      Chairman was authorised to sign the minutes of the meetings held on 7th March 2005 by unanimous agreement

3.      Public Participation

The meeting was adjourned to allow members of the public an opportunity to ask questions or raise matters of interest and the following were raised:

·    Environment Agency to be contacted by the clerk regarding tress uprooted by the beck in Mungrisdale

·    The weir on the fell will be repaired by Ronnie Wilson

·    Hand Rail to the footpath behind the hall and the fencing needs repair.  Highways did offer to repair the hand rail but this has not been done. Clerk to contact Upland Management

4.      Declaration of Interest ~ No personal interests relating to any item on the agenda were raised

5.      Accounts 2005~2006

·     The following bills were authorised for payment.

·        Payment of £500 to the Northern Fells from our new budget as agreed at the January meeting

·        Insurance Renewal ~ Allianz Cornhill £267.06

·        C ALC Annual Subscription £98.50

·        Greenbarnes Ltd ~ Noticeboards £1612.93

·        Althams £62.79 ~ posts for notice boards

·        Ronnie Wilson payment for Fertilizer for the Garden Ground £70

·        Transfer £1000 from High Interest Account to an instant access interest account

·        Internal Auditor £25

·     Report on income received and report on current financial position was given

·     Mandate Amendment was authorised to enable the clerk to speak to the bank.  Amended mandate circulated for signature by councillors.

6.      Requests for Funds

·        Northern Fells requested commitment for £200 to be renewed for each year from 2006 – 2009.   Unanimous agreement to support in 2006 but to review each year.

·        WRVS support for funds to be declined as the Northern Fells Lend a Hand group supports similar type of work

7.      Land Tenders were allocated as follows:

·     7/2003/3081 August 2003 Home Farm Mungrisdale amendment to increase height of extension to rear of farmhouse to 500mm above previous height

·     7/2004/3167 and 3168 Eycott Farm Berrier Permission granted with 5 conditions

·     7/2005/3004 Field OS 0046 adjacent to Croft House Berrier granted subject to 3 conditions

9.      LDNP Consultation on Planning Applications

10.  Sustainable Development funds for the notice boards have been received and 2 boards purchased and place in Mungrisdale and Mosedale.  With funding and donations there has been minimal cost to the Council.

11.  Citizen Engagement document from Office of Deputy Prime Minister was taken by Councillor Chalk

12.  Design Awards ~ Village Hall entered but has not been short listed

13.  Management of Eycotte Hill Site of Special Scientific Interest information received

14.  Eden District Council ~ Supplementary Planning Document covering Disabled Access ~ No Action Required

15.  CALC ~ General Meeting 22 June 2005 at Newton Rigg and nominations for Executive Committee.  Clerk will attend on behalf of the Council

16.  Home Office Survey of Burial Grounds has been completed for both grounds within the Parish.  Meeting House at Mosedale and the Churchyard.

17.  Dates for Boon Nights for the Parish.  Mungrisdale12 July;  Mosedale 19 July;  Hutton Roof 26 July.  Refreshments will be arranged at the Mill Inn at the end of each evening.

2.      Appointment of Chairman ~ Mrs Lesley Smith was nominated by Ernie Teasdale and seconded by Alan Tiffin.  No other nominations were made and Lesley Smith was duly elected.

3.      Appointment of Vice Chairman ~ Mr Alan Tiffin was nominated by Lesley Smith and seconded by Dorothy Chalk.  There being no other nominations Alan Tiffin was elected.

4.      Form of acceptance of office was signed by the Chairman Mrs Lesley Smith

5.      The Chairman was authorised to sign the minutes of the meetings held on 17 May 2004 as a true record by unanimous agreement

6.      Annual Accounts have been completed and were accepted. It was agreed that the external audit forms should be signed.

7.      Internal Audit has been completed and no issues regarding the accounts were raised.
