Mungrisdale Parish Council Troutbeck Camping and Caravanning Club Site, Hutton Moor end, Troutbeck, Penrith, CA11 0SX Tel: 017687 79149 Minutes of the Mungrisdale Parish Council held on Monday 8th September 2008 in Mungrisdale Village Hall at 7.30pm Present Councillor Lesley Smith (Chair) Councillors Adam Beeston, Alan Bird, Michael Bohling, Jennifer Stevenson, Ernie Teasdale 08/073 Apologies for absence David Huxley Ronnie Wilson Bert Richardson, Cumbria County Council 08/074 Minutes Resolved by unanimous agreement that the minutes of the meeting held on 14th July 2008 be signed by the Chair as a true record 08/075 Public Participation The Chairman adjourned the meeting to allow electors present an opportunity to raise issues of concern or interest. The following matters were raised: i.) A letter was read out from parishioner Sally Bohling requesting the council meet with the Enforcement Officer at the static caravan sited at Berrier and request that the one month’s notice served should stand. The issue was discussed further under item 08/079. Another parishioner Andrew Carter supported the letter and believes the existence of the caravan contravenes several planning laws. ii.) A large volume of surface water is accumulating on the corner just past the Village Hall which has now become a spring. – Ernie Teasdale has contacted Highways to explain the situation and the amount of work required to fix it and has been given a job number. iii.) The water across the river to the pub has been raised to the surface following the recent floods and needs to be buried into the river bed. iv.) Several branches of the Jubilee tree have reverted to type and have been removed by parishioner Bob Watt. Mr Watt was advised that the parish now has a tree warden who will deal with such matters in future. v.) The telephone box at Mungrisdale still has no door. Clerk to chase up as this has been reported previously and a job number has been issued. vi.) Mr Andrew Carter asked what is being done to rectify the raised drainage grid at the corner of the road between Bowscale and Mosedale bridge. In answer to his question, the highways steward had done some work at the corner and is now waiting for further work to be done by Highways. vii.) The garden skip is coming fortnightly to the village and will continue to do so on 20th September, 4th October and 18th October which will be the last collection until the spring. Michael Bohling will put these dates on the skip when it next arrives to alert parishioners. 08/076 News from EDC / CCC No representatives were attending and no reports were submitted. 08/077 Declaration of interest There were no declarations of interest 08/078 Accounts Resolved that the following accounts be paid: - United Utilities Mungrisdale £22.58 United Utilities Liscow £16.11 Income received: - Monies from car parks £148.47 08/079 Planning Applications Received · Request for support from the council of planning application for Murrah Hall. Unanimously resolved to support the application subject to seeing the full application. · Static caravan at Berrier. Michael Bohling wrote to EDC to point out that the 28-day notice period served to the owner to have the caravan removed has expired. A response from EDC stated that enforcement action is being considered at the next Planning Application Committee on 18th September. Michael Bohling will respond prior to the meeting on behalf of the parish council and parishioners strongly opposing the siting of this caravan. 08/080 Planning Applications Decisions · 7/2008/3045 Messrs Teasdale, Lowside Farm, Troutbeck – Roof over existing midden. Permission granted with 2 conditions. · 7/2008/3036 Mr D Miller, c/o Croft House, Berrier – Proposed extension to general agricultural building. Permission granted with 3 conditions · 7/2008/3059 Mr Martin Cuthell, Greenah Cragg Farm, Troutbeck – Roof to existing midden. Permission granted with 4 conditions 08/081 Council Surgery Report Ernie Teasdale and Jennifer Stevenson held the surgery on 9th August. A couple of issues were raised and have been resolved. Next surgery is 4th October between 10 and 12. Michael Bohling and Jennifer Stevenson will attend. 08/082 Tidy Village Competition – Cumbria In Bloom Jennifer Stevenson attended the awards evening and the following can be announced. i.) Hutton Roof won a silver gilt medal. The judges commented on some individual gardens, in particular Wham Head Farm. They were impressed with the village green, commenting on its fencing and pond. They are looking forward to some floral displays next year and suggested attention be paid to the telephone box and noticeboard. ii.) Mungrisdale won a silver medal. The judges were impressed with the churchyard, gardens and Jubilee seat. They looked favourably on the information displayed on tree plaques and at the lime kiln, and commented on the cleanliness of the village throughout. They did mention the pipe from the pub to the river which requires attention and would have preferred the Jubilee tree to have been an indigenous species. 08/083 Fell Ponies Update David Huxley has been in contact with the highways steward regarding the possibility of a cattle-grid and is awaiting a response. 08/084 Hutton Roof Telephone Box Letters of objection have been sent to EDC and it is understood the telephone box will be reprieved. 08/085 Mole Damage in Mungrisdale Ronnie Wilson was unable to attend the meeting and this item will be carried forward to the agenda of the next meeting. 08/086 Update on Highways Steward David Huxley toured the parish with the highways steward Alan Hewer in August. Shortly after his visit the drain-clearing lorry came through the village, although some drains were not able to be cleared. Those in question are now on a ‘to do’ list with Capita Symonds as are the gated road signs, rotten fencing round the village hall corner and Scales road, and gorse bushes at Swineside that need cutting back. The next visit will be 27th to 31st October so any issues in the meantime need to be brought to David Huxley’s attention. 08/087 Cumbria Rural Housing Trust Survey Resolved by unanimous agreement to conduct the survey within the parish. Agreed that Lesley Smith and Michael Bohling will move it forward. 08/088 New Noticeboard at Mungrisdale Road End The parish council has received £500 from the Neighbourhood Forum in addition to the £600 budgeted for new noticeboards. Quotes from the same suppliers of the last two new noticeboards seem unreasonably high. Resolved by unanimous agreement that the Chairman will seek quotes for a 2-bay and 3-bay version of the same from local tradesman Andrew Tiffen. 08/089 Judith Cooke, EDC representative of LDNPA The clerk will invite Judith Cooke to attend the January meeting as we already have Tony Brunskill attending in November. 08/090 Correspondence
