Minutes of the Parish Council at Mungrisdale Village Hall on Monday 8 May 2006 at 7-30pm |

Chairman welcomed councillors and Parishioners. Present were Lesley Smith; Michael Bohling; Alan Bird; Ernest Bird; Dorothy Chalk; Ernie Teasdale Les Wilson; and Ronnie Wilson |

1. Apologies for absence received from Robert Jackson and County Councillor Bert Richardson |

2. Minutes - Authorised the Chairman to sign minutes of the meeting held on 6 March 2006 with an amendment to show that Ernest Bird was present by unanimous agreement. |

3. Public Participation - The chairman adjourned the meeting to allow members of the public an opportunity to ask questions or raise matters of interest and the following point was raised · Drain at Hutton Roof village green still needs to be looked at. LDNP had agreed to look at it and they will be contacted for an up date |

4. Declaration of Interest - Members were invited to declare any personal interests and any personal interests, which are prejudicial, relating to any item on the agenda – Ronnie Wilson declared and interest in item 10 |

5. Accounts 2005~2006 · Authorised payment of the following Bills due by unanimous agreement: § Annual Subscription for CALC £101.50 § Allianz Cornhill Insurance £276.67 § External Auditor £58.75 · The final balance at the year end is £650. in credit · Requests for Financial support from § Vitalise will be placed on the Agenda for the next meeting § the Air Ambulance for Pride of Cumbria is to be sent £50 – proposed b Ernest Bird and seconded by Michael Bohling with unanimous agreement |

8. Annual Audit 2004/2005 has been completed. |

9. Standing Orders have been updated to reflect the standard/recommended format. These were handed to councillors and will be included on the next Agenda for discussion and agreement

10. Weir at Mungrisdale ~ Environment Agency wants to build an additional pool before the weir to enable fish to migrate and they will meet the cost of this. The Parish Council need to apply for a water transfer fee. A one off charge of £135. The landowners adjacent to the weir have offered to pay £100 and it was agreed by unanimous agreement that the Council pay £35. Proposed by Ernie Teasdale and seconded Dorothy Chalk. Council to confirm to the Environment Agency that there is no objection to the work but there is to be no encroachment onto the adjacent land. Council will apply for the water transfer license. Agency to be asked for help in the repair and maintenance of the Mill Race. |

11. LDNP – Partnership Building update received.– |

12. Recycling ~ Landowners next to our proposed site and nor supportive and the working party will revisit the other options. A Garden Waste skip has been offered to the Parish from a Friday to a Sunday once a month. Recycling collection is also under consideration but there is no timescale. |

13. Standards of Conduct meeting attended by the Chairman and the Clerk discussed |

14. Light Pollution at Mosedale was raised at the Annual Parish meeting – the Parish council does not have any specific powers and the Environment Agency have been contacted and a reply is awaited. |

15. New Environmental Powers for Parishes are being introduced for litter; graffiti and dog fouling |
|
16. Land Registry is offering the opportunity to Parish Councils to register their land for a reduced fee. Clerk to obtain more information before the next council meeting. |

18. Quality Parish Status ~ Request from CALC for a representative to come and talk to the Council to be declined |

19. Cumbria Police Authority ~ Future Policing in Cumbria update re the merger with Lancashire. |

21. The Milestone Society ~ Letter received regarding the Restoration of Milestone near Far Howe on the old A66 and requesting support from the Parish Council. Unanimous agreement to write to the Society giving support. |
