Minutes of Meeting on Monday 6 November 2006 (draft) |

Meeting was chaired by Michael Bohling (Vice Chair) who welcomed Councillors and Parishioners to the meeting. Present were Michael Bohling; Alan Bird; Ernest Bird; Dorothy Chalk; Robert Jackson; Ernie Teasdale; Les Wilson; Ronnie Wilson; Bert Richardson (Cumbria County Council) |

1. Apologies received from Lesley Smith and Roy Fisher (Eden District Council) |

2. Minutes of the meeting held on 4 September 2006 were signed by unanimous agreement. |
|
3. Public Participation - The chairman adjourned the meeting to allow members of the public an opportunity to ask questions or raise matters of interest and an update on the light pollution raised at the Annual Parish Meeting was requested. This has been covered at previous meetings and there was no action that the Council could take – it had to be raised by those personally affected and action has been taken. |

4. Declaration of Interest - Members were invited to declare any personal interests and any personal interests, which are prejudicial, relating to any item on the agenda and none were declared |

5. Update from the Environment Agency from Richard Wood and Sarah Robinson was read in their absence. · Before work can be completed on the trees the council have been asked to sign an agreement. It was suggested that this should also be signed by the Village Hall committee and other land owners affected. It was unanimously agreed that the Chairman should sign the agreement for the Parish Council once this has been arranged. Clerk to contact Richard Wood. Further advice was given on work down the beck. The tree that is lying down should be removed but the Environment Agency does not have any funding for this work.

Accounts 2006~2007 · Authorised payment of Bills due by unanimous agreement : § External Auditor £141.00 (Amount to be confirmed with Audit Commission but agreed to pay up to max £141 § Contribution to cost of public meeting for residents of Mosedale £6.00 § Payment to Church as previously agreed £300.00 § Training Course £15.00 for the Chairman § Recreation Room £48 · Income received from Car Parking £93.41 There is a bush growing over the sign at Bannerdale view and it was felt that this needs to be cut back to ensure that it could be seen. The state of the road and the drain was also mentioned and action needs to be taken to repair. |

9. Audit for 2005/2006 has been completed and no action required |

10. Computer and Printer have now been collected and is owned by the PC. |

11. Hutton Roof ~ Parishioners have verbally requested maintenance for Hutton Roof and full details will be available for the next council meeting. Grants will also be considered as a way to fund any of the work. |

12. Budget for 2007/2008 was agreed and by majority decision to set the precept at £2500. Proposed by Robert Jackson and seconded Ernie Teasdale |

13. School provision within Eden ~ Eden Local Partnership will be addressing this and are looking for a volunteer to sit on the committee. Agreed to request names of representative so that we can advise parishioners if needed. |

14. Application for Extraction License to Environment Agency has been granted and a copy has been sent to the Land owners who have all agreed to contribute the cost of the application. |

15. Recycling – There is still no alterative site identified but we now have the roadside paper collection and the garden waste skip which will continue monthly through winter. Eden are still prepared to meet the full cost of establishing a site and the working party will meet again to consider further options. |

16. Hutton Roof ~ the cow pens have been removed by the council and the issue of the drain remains outstanding. LDNP will look at this as soon as possible but have been heavily involved in other issues within the parish Thee is water coming off the road onto the track and it was agreed that we should ask highways to take some action to prevent this and to take the water to the existing road drain beside the green. |

17. Land Registry papers have been received and the process of registering the Parish Land has been started |

18. Mosedale ~ The public meeting organised by the National Park on behalf of residents was very well attended and the notes will be circulated to councillors. Clerk to write to LDNP requesting that the ‘no camping’ bye law in respect of the fell bottom and Swineside be enforced fully. |

19. White paper on the future of Local Councils has been received and was discussed at the CALC meeting in Kendal. The issue of further powers being devolved to councils was raised particularly where the clerk is only part time was communicated prior to the meeting. |

27. General Correspondence received since the last meeting for information · CALC Newsletters were circulated at the meeting. · Milestone Society – Have been successful in securing funding for the restoration of the Keswick to Penrith Milestone which will be repaired over the winter. |

28. Meeting Dates for 2007 January 15th March 12th plus Annual Parish Meeting May 14th plus AGM of Parish Council ~ will be after the elections July 9th September 10th November 12th |

The Elections in 2007 will be on 3rd May and meeting has been arranged to ensure that our meeting is after this. The meeting was closed and everyone thanked for attending |
