Minutes of Meeting on Monday 16 January 2006 at 7-30pm

1.       Chairman welcomed councillors and 6 parishioners.  Present were Lesley Smith; Michael Bohling; Dorothy Chalk; Robert Jackson; Ernie Teasdale;  Les Wilson; and Ronnie Wilson

2.      Apologies received from Ernest Bird and Councillor Roy Fisher.  Belated apologies were received from Councillor Bert Richardson.

3.      Chairman was authorised to sign the minutes of the meetings held on 7 November 2005.  An update on action since the meeting was given for:

·         Wall beside the Mill Inn will be repaired by Highways in due course – probably at the end of April

·         Footbridge between the hall and the Mill Inn will be repaired but probably not until the end of June.

4.      Councillor Vacancy had been advertised and as 10 parishioners had not written to the returning officer requesting an election the council were able to co-opt.  Two names were put forward for election and after a vote by the councillors present Mr Alan Bird was co-opted to the council.  He joined the council immediately after signing the declaration of acceptance of office.

5.      Public Participation

The chairman adjourned the meeting to allow members of the public an opportunity to ask questions or raise matters of interest and the following points were discussed:

·         Gutters between Bowscale and Mungrisdale need clearing on a regular basis

·         Give way sign and sign post needs repairing at the Berrier road ends.

6.      Declaration of Interest

Councillor Ronnie Wilson declared an interest in point 11 of the Agenda.

7.      Accounts 2005~2006

·      The following accounts were authorised for payment by unanimous agreement:

§         Northern Fells £200

§         Church Council £300

§         United Utilities £13.81 and £17.83

§         Village Hall for Room Hire £60 (5 payments x £12 for May to November 05)

§         Society of Local Council Clerks £45

·      Report on income received and current financial position was given. 

·      Request for Support from Penruddock and Greystoke Pre School Nursery and it was decided we were unable to provide any financial support.

8.      Planning Applications ~ Received for:

·         7/2005/3132 – Pattys Cottage, Mungrisdale

·         7/2005/3136 – Hutton Moor End

·         7/2005/3154 – Mosside Barn, Bowscale

9.      Planning Applications ~ Decisions

·         Footpath order confirmation for Stewart Hill

10.   Hutton Roof

·         Consent has been given by defra for the fencing at Hutton Roof village green for 10 years

·         Drainage by the green will investigated by the National Park Ranger as it affects a public footpath

11.    Parish Land

·         Mungrisdale Garden Ground Land  wall needs repairing

·         Terms of letting currently include 50% of standing water charge to be paid for by the Parish Council. For 2006/2007 it was proposed by Michael Bohling that the tenant should pay the full standing water charge.  This was seconded by Ernie Teasdale and agreed by all subject to feedback from CALC that this was acceptable.  It was alas suggested that we should consider tenancies for a longer term than 1 year and this will be investigated but for the 2006/2007 year it will remain for 12 months.

12.   Cumbria County Council – Highways communication

13.   LDNP – towards World Heritage paper was taken by Ernie Teasdale

14.   LDNP – BT proposals for Public Payphones is being monitored by the National Park.

15.   CALC AGM on 12 November at Cleator Moor was attended by the Chair on behalf of the council

16.   Countryside Access Strategy – Rights of Way Improvement Plan for Cumbria was taken by Michael Bohling and Alan Bird to comment on behalf of the council

17.   CALC – Survey of Local Council Functions for Cumbria has been received

18.   Cumbria Police Authority – Restructure Update received

19.   LDNP – Information Centres ~ Keswick, Bowness Bay and Ullswater to remain open

20.  Role and Contributions of Parish Councils on Neighbourhood Government Review

21.   Statement of Community Involvement submitted to Secretary of State by Eden District Council

22.  LDNP – Partnership Building meeting to be attended by Michael Bohling and Ernie Teasdale

23.  Recycling ~ it was agreed to set up a working party to identify a suitable site and way forward.  Representatives will be Michael Bohling; Ronnie Wilson and Alan Bird.

24.  Standards of Conduct document will be added to the next Agenda

26.  Annual Parish meeting for 2006 was discussed and it was agreed that this should be held on the same evening as the March meeting. ~ 6th March.  This will be publicised on the web site and the notice boards.
