2. Chairman authorised to sign minutes of the meetings held on 12 March 2007 by unanimous agreement |

3. Public Participation - The chairman adjourned the meeting to allow members of the public an opportunity to ask questions or raise matters of interest and the following points were raised. · Position of Public Participation on Agenda and number of Parish Council meetings |

4. Declaration of Interest - Members are invited to declare any personal interests and any personal interests, which are prejudicial, relating to any item on the agenda and none were raised. |

Accounts 2006~2007 · Authorise payment of Bills due by unanimous agreement : § Allianz Cornhill Insurance £301.43 · Precept for current year received £2500 · Requests for Financial support agreed unanimously as follows § St Kentigern, Mungrisdale for upkeep of churchyard to be supported £300 § Cumbria Playing Fields Association Affiliation Fees 2007-2008 not to be supported |

8. Parish Land Letting ~ Mungrisdale Pinfold Community Garden Project has requested commitment of Parish Council to a longer term tenancy to enable them to obtain funding which to develop the area as a sensory garden for the community. It was agreed to commit to a 5 year tenancy. |

9. Revised Code of Conduct Order 2007 has been introduced and should be adopted by Parish Councils. Paul Foote from EDC to be asked if he can run a training session at a future council meeting for councillors |

10. Hutton Roof ~ Proposals have been prepared following meetings with the Hutton Roof Residents and recommendations made. The residents have consulted with residents of Hutton Roof Farm who will be affected by the removal of any fencing and Mrs Stevenson advised that they were happy with the proposals. In view of this the council agreed to support in full the recommendations within the report. |

11. Proposed Parish Tree Warden s being considered and investigated by Adam Beeston |

12. Village Garden Waste Skip Service will no longer be available. Clerk to write to Eden District Council |

13. Election of Parish Members to Lake District National Park Authority ~ no councillor interested in being nominated |

14. Defra appointment of Parish Member to LDNP papers have been received |
|
15. Rural Wheels ~ new service from 23 April within Eden which is very similar to the voluntary car service and the Northern Fells Minibus Service. |

16. Neighbourhood Forum meeting 24 May ~ Millhouse Village Hall ~ Ernie Teasdale to attend. |

17. CALC – consultation of Unitary Cumbria Proposal – papers given to Jennifer Stevenson to consider for the council. |
|
18. Department of Constitutional Affairs ~ memorial safety in public cemeteries |

19. Clerks Salary and Hours. Hours to be increased to 10 hours per month and the hourly rate to be increased to level SCP 18. To be reviewed again in 12 months time |

20. Milestone Society ~ Restoration Project for 2 milestones within the Parish held a celebration which was attended by Ernie Teasdale on behalf of the Council |

21. Training Courses are available for new councillors at a cost of £15 per person. Allowance has been made within the budget if councillors wish to attend. Unanimous agreement to cover the cost of training. Dates available are 14th June – at 2.30 or 6.30.(Castle Inn, Bassenthwaite) and 12th September at 2.30 or .6.30 (Newton Rigg). Those interested to advise the Clerk so that they can booked. |

Councillors asked that a letter be written to the retiring councillors Robert Jackson, Ernie Bird and Dorothy Chalk thank them for their many years of service to the community |

The Clerk announced to the council that she would be resigning later in the year but wanted to provide time to find a replacement. It was agreed by all councillors that the Chairman should start the process of recruiting a replacement and to advertise the vacancy in the CALC newsletter. |
