08/001 Apologies for absence

08/002 Minutes

Resolved by unanimous agreement that the minutes of the meeting held on 11 November 2007 be signed by the Chairman as a true record with an addendum to acknowledge D Huxley’s paper regarding the Maintenance Working Party.

08/003 Public participation

The Chairman adjourned the meeting to allow electors present an opportunity to raise issues of concern or interest. The following matters were raised:

i.)                  Work has started on the Pinfold Garden Project and the committee involved will be applying to Breathing Spaces for additional funding. A summary of the project will be presented at the Annual Parish Meeting on 10th March.

ii.)                 Concern was raised over a recent notice in the Cumberland and Westmorland Herald regarding a Berrier Hill Energy’s planning application to erect a temporary 60 metre anemometry mast at Berrier Hill. The application is due before the planning committee on Thursday 17th January. It was agreed that the council would write a strongly worded letter to Eden District Council in time for Thursday’s meeting both opposing the application and voicing concern over the lack of communication about this issue between EDC and the local parish councils. It was also suggested the council ask for a deferral at the meeting to give the opposition group sufficient time to put forward a detailed objection.

iii.)               An update was requested on the University of Cumbria’s sign at Low Beckside. The Chairman informed the meeting that Bill Murray, the Enforcement Planning Officer, believes the land on which the sign is sited does not belong to the university and therefore the sign is in breach of planning consent. Additionally he stated that the sign is too big. Bill will be forwarded John Rowland’s details as a further point of contact as he is the farm manager.

iv.)               An issue was raised regarding the maintenance of the parish website and Alan Bird explained the problems he has been experiencing for the past couple of months. He is hoping to have everything up and running by the end of the week following the meeting. A request was made to add a link to www.blencathra.net to the home page which was agreed.           

There were no other matters and the Chairman reconvened the meeting.

08/004 Declaration of Interest

A Beeston declared an interest in the Pinfold Garden Project as he is actively involved in the project.

R Wilson declared an interest in the subject of the Parish lets as he is a current tenant.

08/005 Accounts     

Resolved that the following accounts be paid:

i.)                  United Utilities Garden Ground         £22.32

ii.)                 United Utilities Liscow                     £16.23

iii.)               Clerk’s wages and expenses

iv.)               EDC election charges                      £843.94*

* This exceeded the Budgeted amount of £750

08/006 Planning Applications Received

            7/2007/3138                                          AJ & JM Fell, Mosedale End Farm

                                                                        Dismantle old byre and replace with portal frame                                                                                    building for use as cattle housing and feeding

            Resolved by unanimous agreement there was no opposition to this application

            Resolved by unanimous agreement MPC will send a letter to EDC regarding the application for   the anemometry mast at Berrier Hill.

08/007 Planning Applications Decisions

            7/2007/3116 and 7/2007/3117-    E Teasdale, Blake Hills Farm – Conservatory

                                                            Granted with 2 conditions

08/008 CALC Roadshow update

CALC has set the date for 27th February at 7.00pm and councillors would like a light buffet to be provided. A Bird will check hall availability.

08/009 Registration of Parish land

Resolved by unanimous agreement that M Bohling and A Bird will continue with the task of registering all the Parish land

08/010 Parish land lets

Approval is sought from councillors to extend the terms of some of the lets

Resolved by majority agreement that the terms of the lets will remain unchanged

08/011 Replacement of salt bins and highways work in parish update

  • Swineside, Hutton Roof and Sykes Brow have new salt bins as requested
  • The guttering between Under Crag and Bowscale has been inspected and a job number has been allocated. The urgency of the situation was raised with Highways who are now trying to speed up the job.
  • A gated road between Low Mill and Mosedale is increasingly being used by heavy wagons which are being sent there by satellite navigation equipment. The road is unsuitable for use by heavy vehicles and fences have been damaged as a result of them trying to turn back. The Chairman will put request that Highways address this issue by the placing of appropriate signage.
  • The Chairman confirmed that issues such as the appearance of potholes etc should be directed straight to the Highways Hotline (0845 649 6609) to minimise any delay in response.

08/012 Request from the Berrier Hill Wind farm opposition group for financial support and also wanting to place their info on the parish notice boards

    1. Two proposals for funding were put forward and seconded by councillors, one for £100 and one for £25.

      Resolved by majority to allocate £100 to the Berrier Hill Wind Farm opposition group

    1. Resolved by unanimous agreement that the lockable sides of the Parish noticeboards should be used only for official Parish council notices. The opposition group was denied use of these boards.

08/013 Annual Parish Meeting March 10th preceding the Parish Council meeting

1.       Members of the public were invited to put forward agenda items for the Annual Parish Meeting to the Chairman or the Clerk. A notice to the effect will also be placed in the Parish magazine.

2.       The speaker for the APM will be Mike Muir, Chief Executive of ‘Impact Housing’ who will be talking about the problems of rural housing in Cumbria and presenting on initiatives set up at Thirlmere.
