Minutes of the Mungrisdale Parish Council held on Monday 12th May 2008 in Mungrisdale Village Hall at 7.30pm

08/032 Apologies for absence

08/033 Minutes

Resolved by unanimous agreement that the minutes of the meeting held on 10th March 2008 be signed by the Chair as a true record

08/034 Public participation

The Chairman adjourned the meeting to allow electors present an opportunity to raise issues of concern or interest. The following matters were raised:

i.)                  The council was asked to disclose how much money it has spent so far on the fencing of the village greens at Hutton Roof and by how much the precept has been increased to allow for the expense. The Chairman stated that no increase in the precept had been made to cover this specific cost. The clerk will check back through the minutes and write a letter to the parishioner detailing the expense to date.

ii.)                 The clerk read out an e-mail from PC Andrew Holliday reporting the following:

1.       Under-age drivers have been reported taking quad-bikes on a trailer up to the road at Swineside. Members of the public are requested to note registration numbers if this recurs.

2.       A fuel can was stolen from a farm lower down the valley

3.       Power tools and other items were stolen from a garage at Bowscale

iii.)               It was reported that the telephone box at Mungrisdale still has its door missing. The clerk will contact BT to pursue the matter.

iv.)               A query was raised about the possibility of the annual accounts being posted on the website. The annual accounts are available to the public from 19th May so can be published on from that date onwards.

v.)                A collision between a lady driver and a horse reportedly resulted in the death of the horse and the lady’s car being written off. The insurance claim is proving complicated as the alleged owner of the horse denies it belonged to him. Parishioners are concerned generally about the welfare of these horses and the potential dangers they pose to the public. The clerk will raise the issue with PC Andrew Holliday as an initial point of contact.

There were no other matters raised and the Chair reconvened the meeting.

08/037 Planning Applications Received

·                                7/2008/3011 RL & CP Clark, Stonends Cottage, Hesket Newmarket – Two-storey rear    extension

·                                 08/0157 Mr Hunter, Berrier Head Farm, Greystoke – Erection of agricultural building for use as silage store

No objections were raised to the above applications

08/038 Planning Applications Decisions

  • Sign at Low Beckside – Bill Murray from the LDNPA Enforcement Planning Office advised Lesley Smith that following the threat of legal action the sign has now been removed. Any replacement sign has to be erected behind the stone wall on the land owned by University of Cumbria and although may be the same material construction will have to comply with advert regulations.

08/039 Effective Council Workshop

The following proposals were unanimously accepted by the council:

i.)                  Mungrisdale Parish Council (MPC) will submit a montly bulletin to the Parish Magazine

ii.)                 An MPC group photo will be taken and published on parish notice-boards and the website

iii.)               Areas of special interest will be the responsibility of councillors as follows:

-          Planning – Michael Bohling, Ernie Teasdale

-          Recycling – Alan Bird, Michael Bohling

-          Highways – David Huxley

-          Conservation – Adam Beeston, Ernie Teasdale

-          Village greens / parish land – Alan Bird, Michael Bohling, Lesley Smith   

iv.)               Council surgeries will be attended as follows:

                  Saturday 7th June – David Huxley, Ernie Teasdale

                  Saturday 9th August – Lesley Smith, Jennifer Stevenson

                  Saturday 4th October – Michael Bohling, Jennifer Stevenson

                  Saturday 7th December – Adam Beeston, Alan Bird

v.)                 Jennifer Stevenson will prepare a brief summary of council activities to submit to the Cumberland and Westmorland Herald following distribution of the minutes

vi.)               An update from EDC / CCC will be added as an agenda item to Parish Council Meetings

vii.)             The consideration of a Parish / Community plan will be revisited in 12 months’ time

 

 

08/040 CALC Conference

 Jennifer Stevenson gave a brief summary of the CALC Conference held at the end of March which focused on greater council involvement at local level. Copies of the written notes can be obtained from Jennifer or the clerk.

08/041 Lake District Parish Councils Meeting

David Huxley gave a brief summary of the Lake District Parish Councils meeting held in April. Of particular interest was the Lake District World Heritage Project which is being driven by the Lake District National Parks Authority and Cumbria County Council. David will contact Mike Clarke from the project and invite him to speak to the Parish about it.

08/042 Adoption of Eden Parish Charter

A report prepared by Michael Bohling was read out. Two recommendations are to nominate a key contact

for all highways issues and to consider producing a Parish Plan. Both items are currently being addressed

by the council.

08/043 Tidy Village Competition

Entries will be submitted for Mungrisdale and Hutton Roof by the clerk.

08/044 Recycling Centre Plans

An e-mail from Deborah Garnett the Recycling and Environment Officer was read to the meeting. It explained that the Council is unlikely to have sufficient funds to install any new recycling centres during the 2008-09 financial year. The budget is currently spoken for to carry out repairs to existing centres. She will re-contact Michael Bohling during the second part of the year when a reassessment of available funding will be made.

08/045 Hutton Roof Neighbourhood Watch Area

An e-mail from Harold Edwards informed the meeting that Millfield and Heggle Lane residents have now been added to the circulation list for the Hutton Roof Neighbourhood Watch project. Two additional signs have been allocated to these areas free of charge for which planning permission will be submitted once the locations have been agreed.

08/046 Neighbourhood Forum Grant

Further information has been requested from the Neighbourhood Forum people regarding the application for a grant for a new parish notice-board. The clerk is finalising the required information.

08/047 Mole Damage in Mungrisdale

Mole damage on land in Mungrisdale has been reported. Ronnie Wilson has agreed to contact someone to deal with this.

08/048 Trees on Parish Land

A proposal was sought from councillors to approve work to be undertaken by United Utilities to trim one sycamore and one elder in order to prevent interference with power lines.

Resolved by unanimous agreement.

08/049 July Meeting

Resolved by unanimous agreement to ask Judith Kent to clerk the next meeting in place of Suzanne Smith who will be on maternity leave.
