08/016 Apologies for absence

08/017 Minutes

Resolved by unanimous agreement that the minutes of the meeting held on 14th January 2008 be signed by the Chair as a true record

08/018 Public participation

The Chairman adjourned the meeting to allow electors present an opportunity to raise issues of concern or interest. The following matters were raised:

            i.) Roy Fisher from Eden District Council gave an account of a recent visit made to the parish by the Chief Executive of EDC, who wants to get first-hand knowledge of the areas within the district. His trip was an enlightening one and he was impressed by the amount of local knowledge parishioners have of their community and was very appreciative of the work of the parish council.

There were no other matters raised and the Chair reconvened the meeting.

08/019 Declaration of interest

Ronnie Wilson declared interests in items 08/025 and 08/027.

Resolved that the following accounts be paid:

Clerk’s expenses were removed from the agenda as they will be paid quarterly and will be raised at the next meeting.

08/021 Planning Applications Received

            None Received

08/022 Planning Applications Decisions

  • 07/643 (Eden District Council) – Erection of an anemometry mast up to 60m in height for a period of three (3) years. GRANTED with 2 conditions
  • 7/2007/3138 AJ & JM Fell, Mosedale End Farm – Dismantle old byre and replace with portal        frame building for use as cattle housing and feeding. GRANTED with 4 conditions.
  • Sign at Low Beckside – Bill Murray from the LDNPA Enforcement Planning Office advised Lesley Smith that he would do his best to get the illegal sign at Low Beckside dismantled by 10th March. This was not achieved – Lesley will follow up. Any replacement sign has to be erected behind the stone wall on the land owned by University of Cumbria and although may be the same material construction will have to comply with advert regulations.

08/023 Tidy Village Competition

David Huxley reported that last year’s entry to the competition was successful in achieving a Merit status. Jennifer Stevenson reported that having consulted the residents of Hutton Roof they are happy to participate in an entry for 2008.

Ernie Teasdale suggested the need for a responsibility for various maintenance tasks that should be done eg the annual pruning of buddleias.

Resolved by a majority with 1 abstention to enter the each hamlet within the parish individually but under the collective umbrella of the parish council. Parishioners will be consulted as to whether or not they want their hamlet to be included.

08/024 CALC Roadshow

 Jennifer Stevenson thought this was a positive evening and David Huxley commented on the enthusiasm of the participants.

Resolved by a majority to accept the action points arising from the roadshow as targets for the parish council to consider.

The first target considered was the introduction of a council surgery. This will provide the opportunity for electors to consult councillors in a less public environment. The details agreed are:

  • Surgeries will take place bi-monthly in alternate months to parish council meetings
  • They will be held on Saturday mornings between 10am and 12pm
  • Details will be published throughout the parish
  • Two councillors will attend on a voluntary rotational basis
  • The first will be held in June 2008
  • Michael Bohling and David Huxley will represent the council at the initial session

Resolved by a majority to have a follow-up meeting to progress the remaining action points with 1 abstention. Clerk to arrange a convenient date.

 

08/025  Land Lets

Resolved by unanimous agreement that the applications tendered be accepted as follows:

Mr D Teasdale at Liscow Garden - tender of £100 for the period 1st April 2008 to 30th March 2009

Mr I R Wilson at Mungrisdale Garden - tender of £350 for the period 1st April 2008 to 30th March 2009

No other tenders were received.

In addition the following arrangements will continue as in previous years:

Messrs Hunters at Berrier for the period 1st April 2008 to 30th March 2009

Messrs Richardson at Wellfoot for the period 1st April 2008 to 30th March 2009

08/026 Hutton Roof Green

Various communications were received from residents of Hutton Roof prior to the meeting either in favour of or opposing the proposal to accept a ‘Friends of the Lake District’ grant to fund the replacement of the existing fences surrounding the village green.

  • Twelve residents voiced support of the proposal.
  • Four residents opposed the proposal on grounds of safety and what they considered an inappropriate use of funds.

Two proposals were submitted, one to accept the grant and one not to accept the grant.

Resolved by a majority to accept the grant and replace the existing fences.

08/027 Natural England Woodland and Scrub Proposal for Mungrisdale Common

Further information has been made available about the project by Natural England since the November meeting and following consultation with the commoners of Mungrisdale, Saddleback and Bowscale – who support the proposal – councillors were asked to reconsider its previous opposition.

Resolved by a majority that the council supports the scheme with 1 abstention.

08/028 Neighbourhood Forum Grant

Consideration was sought to apply for a grant for a new parish noticeboard to accelerate our replacement plan for the whole parish

Resolved by unanimous agreement to submit an application for a grant to provide a new noticeboard for the parish.

08/029 Contract of employment for the clerk

Prior to the meeting councillors had received copies of the proposed contract of employment for the new clerk. Two proposals were put forward in addition to acceptance of the contract issued, one to amend the monthly contracted hours from 10 to 12 and the second to permit an additional 6 hours study time to be taken as required by the clerk during the next twelve months.

Resolved by unanimous agreement to add a further 2 hours per month into the contract.
