Minutes of Meeting of the Parish Council at Mungrisdale Village Hall on Monday 7th March 2005 |

Chairman welcomed councillors, members of the public, Anna Scamans from Voluntary Action Cumbria and councillors Roy Fisher (Eden District Council) and Bert Richardson (Cumbria County Council) Present were Lesley Smith, Alan Tiffin, Dorothy Chalk, Ernest Bird, Michael Bohling, Ernie Teasdale, Les Wilson and Ronnie Wilson |

1. Apologies received from Robert Jackson. |

2. Minutes of the meetings held on 10 January and 17 February signed by the Chairman as a true record |

3. Parish Plans ~ Anna Scamans from Voluntary Action Cumbria spoke about producing a Parish Plan, which is a document that states where the community wants to be in the future. It identifies issues/opinion and the things that need to be done to create a plan of action. It takes over a year to complete, there have been 70 completed to date and does not have to be completed by the Parish Council. There is funding available from some organisations and practical help from Voluntary Action Cumbria. It was agreed that we should add this to the Agenda of the Annual Parish Meeting |

4. Public Participation The chairman adjourned the meeting and the following points were raised: · Some support was given for adding Parish Plans to the Agenda for the Annual Parish Meeting · The 200th Anniversary of Trafalgar was raised and it was agreed to add this to the Agenda for the Annual Parish Meeting. · Councillor Richardson thanked the community for all of the help given during the floods in Carlisle. · There was some discussion and concerns raised in respect of the planning application for a Christian Stone Circle at Low Beckside · There was an invitation to the launch of the new Northern Fells Bus on Wednesday 16th March |

5. Annual Parish Meeting is to be held on 9th May before the Annual Council Meeting and the regular Parish Council Meeting |

6. Declaration of Interest Members were invited to declare any personal interests and any personal interests, which are prejudicial, relating to any item on the agenda Under item 8 ~ support for PCC ~ an interest was raised by Dorothy Chalk Under item 16 ~ Land Tenders ~ an interest was raised by Ronnie Wilson |

7. Accounts 2004~2005 · Payment of the following Bills due was agreed by all councillors present · Village Hall payments for 3 meetings £36 · Salary payment to Thomas Bennett · Salary and expenses payment to Judith Kent · Report on income received and report on current financial position United Utilities have given a refund of overpayment and £50 compensation. Donations have also been received towards the new notice boards |

8. Budget for 2005~2006 · Requests for support for the coming year were decided as follows: · North West Air Ambulance ~ declined as it was discovered that it did not cover North Cumbria. · Mungrisdale PCC are to be given £300 as last year and agreed by al councillors present |

9. United Utilities now closed ~ refund £223 and compensation of £50 received and mentioned in item 7 |

10. National Park ~ Changes to procedures for Development Control Site Visits |

11. Planning Applications ~ Received · 7/2005/3017 Mosedale House – internal alterations, new escape window, new window to east gable, redesign of archway to south elevation (already seen and reply sent) · 7/2005/3030 Change of use to private house and self catering apartments only. Redesign of archway entrance to south elevation. Proposed new window to eat gable and escape window to courtyard reply required by 18 March · 7/2005/3023 Low Beckside Farm, Christian stone circle ~ further information to be obtained in respect of access to the site and impact on the village but generally not supported |

Planning Applications ~ Decisions · 7/2004/3038 Amendment to Stewart Hill Farm to use Welsh slate on south facing roof · 04/1157 Bells Farm Berrier Conversion of existing attached store to additional living accommodation with restriction that it shall not be used or occupied other than for residential use of Bells Farm and separate dwelling is not created |

13. Hutton Roof Green is still being progressed and we are continuing to seek advice and information |

14. Local Development Frameworks are to be introduced by Lake District National Park and Eden DC |

16. Land Tenders are to be decided by sub committee of Alan Tiffin; Ernie Teasdale and Michael Bohling |

17. Sustainable Development will provide funding towards the replacement of two notice boards for Mungrisdale and Mosedale. Two local firms had been approached but they were unable to meet the March deadline and they had been ordered from a National Company. Cost of two boards £1612.93 Funding needs to be spent before the end of March and was agreed by all. |

18. Great North Air Ambulance require a collection point for clothing, mobile phones and ink/toner cartridges ~ to be added to Annual Parish Agenda |

19. National Park Trails Management Review ~ response by 19 March ~ to be completed by Michael Bohling |

20. Countryside Agency ~ Review of National Park ~ response by 1 April to be completed by the Clerk |
|
21. Cumbria Countryside Access Strategy ~ response required by end February to be completed by Dorothy Chalk |

22. Cumbria County Council ~ Consultation on Draft Local Transport Plan ~ to be completed by the clerk |

23. Eden District Council Concessionary Travel Scheme 2005/2006 ~publish on web site and notice boards |
