DRAFT SUBJECT TO AGREEMENT OF COUNCIL

Minutes of meeting held on 5 September 2005

Chairman welcomed councillors, and 6 parishioners.  Present were Lesley Smith; Dorothy Chalk; Michael Bohling; Ernie Teasdale; Ronnie Wilson

1.       Apologies received from Allan Tiffin; Robert Jackson; Les Wilson

2.       Chairman was authorised by all councillors to sign the minutes of meeting held on 4 July 2005 as correct

3.      Public Participation

The chairman adjourned the meeting to allow members of the public an opportunity to ask questions or raise matters of interest and the following points were raised:

·         Thank you to everyone who had helped at the Boon Nights

·         Hedge belonging to Mr Hockley is very high but it was agreed that it is not an issue for the council or highways

4.      Declaration of Interest

Members are invited to declare any personal interests and any personal interests, which are prejudicial, relating to any item on the agenda and non were declared

5.      Accounts 2005~2006

·      The following bills were authorised for payment by unanimous decision:

§           United Utilities Bills paid by standing order £19.28 Garden Ground & £16.26 Liscow

§           Payment to Wilson’s Plant for £1868.25 originally agreed November 2004 – work now completed

·      Further income received from the Car Parking at Bannerdale

6.      Budget for 2006 - 2007

·         Councillors were asked to consider items of expenditure for the Parish in next year’s budget which will need to be finalised at the November meeting.

·         Internal Auditor was appointed for the coming year.  Mrs Anne Simpson was nominated by Ernie Teasdale and seconded by Michael Bohling.

·         7/2005/3059 ~ Mosedale Farm ~ approved ~ 14 conditions

·         7/2004/3096 ~ Scales Farm ~ approval ~ 10 conditions

·         7/2005/3062 and 3063 ~ Mosedale House approved ~ 2 conditions

·         7/1998/3109  and 7/1998/3110  ~ Underhowe ~ changes to existing planning approval

·         7/2004/3051 ~ Fieldhead Farmhouse, Troutbeck ~ changes to existing planning approval

·         Footpath  348001 ~ Horseshoe Inn  Diversion Order 2005 for footpath

·         7/2005/3089 Home Farm Bowscale ~ vary condition 7 of existing approval

9.      Hutton Roof ~

·         Application to defra has received 3 objections and many letters of support

·         Maintenance of Hutton Roof Green was agreed and a local farmer will be asked to top it at the end of the growing season.  It was also agreed that this should be arranged on a regular basis.  Maximum spend to be £25.  Unanimous agreement

10.   defra ~ response received to letter about Hunting

11.    Outer Lakes Area Action Plan – Consultation Draft on transport issues, problems and opportunities. Points for Mungrisdale and update on response sent

12.   Cumbria Local Democracy Commission papers  ~ Michael Bohling  will respond on behalf of the council

13.   National Park conference 2005 will replace the visits and Michael Bohling and Ernie Teasdale will be nominated to attend

14.   Bridge by the village hall will be repaired by the National Park next spring but will be checked every month for further erosion

15.   Quality Parish update from CALC

16.   Cumbria Rural Housing Trust

17.   Demonstrating Housing Needs workshops ~ feedback

18.   Proposed Wind Farm at Skelton

19.   Audit of Accounts  ~ we have received a letter from the Audit Commission regarding the accounts which is being responded to

20.  Cumbria and Lake District Joint Structure Plan
