Draft Minutes of the Mungrisdale Parish Council Meeting held on

Monday 14 November 2011 in Mungrisdale Village Hall

11/109 Apologies for absence No apologies received

11/110 Minutes

Resolved that the minutes of the meeting held on 12 September 2011 be signed by the Chairman as a true

record.

11/111 Declarations of interest Lesley Smith declared a personal interest in agenda item 11/126 Parish

Stones

11/112 Public Participation

The chairman adjourned the meeting to allow electors present an opportunity to raise issues of concern or

interest. The following points were raised:

Re: Hutton Roof, alleged encroachment. An enquiry was made as to whether the council had received any

correspondence regarding this issue. The chairman reported that no correspondence has been received

since the last meeting but that he intends to make enquiries to the County Council as to the current situation.

It was reported that there appears to be a damaged water pipe at Liskow Gardens, land owned by the

Parish. Alan Bird is to approach the tenant to have agreed access in order to assess what repairs may be

necessary.

No representative from Cumbria County Council attended the meeting.

No other issues were raised and the Chairman reconvened the meeting.

11/113 News from Eden District Council (EDC)

David Huxley (EDC) reported that he had attended the opening of the new Sainsbury store in Penrith. The

financial benefit to the Council from Simsbury’s has been significant.

Councillors were advised that much of the up to date council news was reported regularly in ‘The Herrald’

newspaper.

11/114 Correspondence

Following an invitation to the Joint County Council and Local Parish Council meeting on the 16-11-11,

The clerk will attend and report to councillors.

Better Highways have requested that the parish council nominates a representative to ensure effective

communication between themselves and the parish. David Huxley is to continue in this role.

St Kentigerns Church has requested a grant towards their new heating system. It was resolved that a grant

of £100 be given.

Resolved unanimously that the following accounts be paid:

It was also resolved to pay an invoice presented for Bennet Groundworks for £280

It was resolved that the parish council should close its two deposit accounts, all remaining funds to be

transferred to the current account.

11/116 Budget Councillors gave their consideration to budget items for 2012-2013

See document attached. Budget items were agreed with the exception of the precept. It was proposed that

the precept be increased to £4,500.

11/117 Precept It was resolved that the precept for 2012 – 2013 be £4,500

11/118 Planning Applications Received

· 7/2011/3126 Installation of replacement package sewage treatment plant. Mill Inn, Mungrisdale.

Clerk replied to planning, no objections raised

· 7/2011/3140 Change of use of land to domestic curtilage and siting of ground mounted solar panels.

Round House, Mosedale. No objections raised.

11/119 Planning Decision Notices

· 7/2011/3117 General purpose agricultural building, Stone Ends, Hesket Newmarket Wigton.

Application Granted.

· 7/2011/3116 Installation of new treatment plant and relocation of two existing caravans.Gill Head

Appeal Ref: APP/H0928/A/11/2149904

The chairman informed the council that a parish resident had made enquiries as to the current situation

regarding the appeal process. The Chairman reported that written representation was put forward at the

time of the appeal, expressing the concerns of local residents. Permission was granted with conditions.

At this time no further actions can be taken by the parish council.

11/120 Highways Update

David Huxley will attend a meeting with Highways on the 22 November when he will have the opportunity to

see the new team and be informed of the new procedures.

It was requested that a supply of grit was needed at Bowscale. David Huxley will approach Highways

regarding this.

A resident of the parish has enquired if the parish owned snow plough could be used to clear private tracks if

paid for. It was explained however that the plough would not be suitable for narrow private lanes.

11/121 Web Site

Although it is agreed that improvements could be made to the parish council web site, Alan Bird is continuing

to look into the most suitable options.

11/122 Training

There are still some training requirements for clerk and councillors. As the CALC training programme can

change, clerk and councillors will continue to consult the training programme and respond when suitable

courses are planned.

11/123 Queens Diamond Jubilee

A letter was sent to community groups to enquire if they would like to be involved in a Jubilee committee to

discuss possible activities for the Queens Diamond Jubilee. There has been a good response to this, the

Chairman will contact all interested parties with a view to forming the committee.

11/124 Speed of Traffic through Berrier

Councillors discussed the concerns of parishioners regarding the speed of traffic through Berrier. The

Chairman will contact Highways and request that an assessment be made of this issue.

11/125 Phone Box

The Chairman reported that British Telecom were in the process of making a new door for the telephone box

in Mungrisdale.

11/126 Parish Stones

It was resolved that the parish council offer a grant of £100 towards the re-instatement of the parish stones.

11/127 Broadband

The chairman reported that Northern Fells Broadband (NFB) has been chosen as a community broadband

pilot by BDUK, the government broadband implementation company. Bob Clark has worked hard submitting

the notice of interest to DEFRA which is the first step in applying for funding. If the application is accepted

the next step is to complete a full application for funds. The government has set a deadline for this of 31

December. Their was also some discussion about the new “white space“ technology. The chairman

emphasised that the NFB web site is keeping all interested parishioners up to date.

11/128 Northern Fells Broadband

Following a request from NFB for a grant towards their increasing management costs, it was resolved that a

grant of £200 be given.

11/129 Damaged fence Mungrisdale

The damaged section of roadside fencing in Mungrisdale has been repaired by Highways.

11/130 Damaged Notice Board

It was reported that some unknown repairs have taken place to the damaged notice board. No further repair

is necessary at the present time.

The notice board in Bowscale appears to be leaking. David Brammer is to look into this.

11/131 Proposed water pipe Swineside Valley

The Lake District National Park (LDNP) has conducted a feasibility study on the possibility of installing hydro

electric power in the Swineside valley. There is to be a meeting on the 24 November between LDNP and the

company proposing the construction.

11/132 Boundary Commission Changes

There has been a cross party proposal to change the parliamentary constituencies in Cumbria. The aim of

which is to have a balance of population in each constituency. It was agreed that the chairman should write a

letter in support of a counter proposal which asks that the constituencies remain unchanged.

11/133 M Sport activities Greystoke Forrest

The chairman reported that parishioners had expressed concerns relating to the activities of M Sport in

Greystoke Forrest. It was suggested that the company was not complying with the planning agreement. It

was agreed that the chairman would contact M Sport outlining these concerns and also speak to planning

enforcement.
