Resolved by unanimous agreement that the minutes of the meeting held on 11th May 2009 be signed by the Chair as a true record
09/062 News from EDC / CCC / Cumbria Police
i.) Roy Fisher reported on the Eycot Farm appeal hearing (see item 09/068) and having spoken with enforcement officer Adam McNally said he thought the case was straightforward and a quick decision would be made against the appellants.
ii.) Andy Holliday sent an e-mail reporting burglaries and thefts in Mosedale and unsolicited camping and fires at Swineside. He is trying to police Swineside as often as he can. The question was raised as to why the Mosedale crimes were not relayed through Neighbourhood Watch. Clerk to contact Andy Holliday to find out.
09/063 Public Participation
The Chairman adjourned the meeting to allow electors present an opportunity to raise issues of concern or interest. The following matters were raised:
i.) The Berrier Hill Wind Farm public inquiry will be held on 8th September at Mungrisdale Village Hall.

Councillor Jennifer Stevenson declared an interest in item 09/071 as a commoner.

Councillors agreed that a quote should be obtained for a further parish noticeboard to replace the one at Bowscale. £410 is allocated in the budget for this project.

Financial Update
An update was given on the financial position of the parish council and the council bank balance – including the reported transactions - currently stands at £5749.11.

09/068 Eycott Farm Update
Lesley Smith and Michael Bohling attended the appeal hearing regarding the enforcement order on the static caravan sited at Eycot Farm in Berrier. In addition to the Inspector Mr Jarratt, attendees included two Eden District personnel from the planning department and a member of the parish. The appellant did not attend but was represented by H and H Bowe Land Agents. A statement was tabled on behalf of Mungrisdale Parish Council explaining the parish council’s previously noted position on the issue. The Inspector asked that if there were no services to the caravan was there any reason why it could not be removed the following day to which the response was negative. The hearing was followed by a site visit. A decision whether to uphold or dismiss the appeal will be made within the next few weeks.
09/069 Northern Green Networks
Grants are available for community environmental projects from Northern Gas Networks. Councillors are to submit any worthy causes within the parish to the clerk. The deadline for submissions is 31st August 2009.
09/070 Highways Update
09/071 Hutton Roof Highways Waste
Two letters were read out from Cumbria County Council and from Mr Arthur Newton which discussed the substantiation of the highways boundary. The matter is not considered to be a parish council issue.
09/072 Hutton Roof Footpath
Following a recent site meeting with Mr Tom Hyrnkow, field ranger for LDNPA, the project has been amended to clean up the dyke adjacent to the village green and put in drainage pipes instead of creating a hardcore footpath. This will maintain the character of the green.
